2008 State Legislative Agenda for Business

Affordable Health Insurance:
Create insurance products that provide incentives to reward healthy lifestyles similar to premium discounts for good drivers. Establish a "Georgia Healthcare Innovations Fund" to initiate a statewide wellness pilot program for self-insured employers and community partnerships.  The pilot program will showcase "Best Practices" in prevention, disease management, technology, incentives and consumer education.  Evidence-based guidelines that demonstrate a return on investment will substantiate prototype designs for fully-insured products.

Tax Reform:
The Chamber supports tax policy that creates a fair, pro-business tax climate in Georgia and which respects the importance of local control and accountability for raising and spending our tax dollars.  We will monitor and keep our members informed on various tax reform proposals as they take shape in the 2008 legislative session.

Alternative Energy:
Support legislation implementing public policies that emphasize: (1) energy efficiency and conservation, (2) conversion to more environmentally friendly forms of energy generation, including nuclear, (3) research and development of alternative energy and bio-fuels. With a strong agricultural base, progressive business environment, and cutting edge research at its colleges and universities, Georgia is positioned to be a leader in the development of environmentally sensitive alternative energy.

State Sales Tax Exemption on Energy for Manufacturing:
Provide an exemption with respect to State (not local) sales and use tax for the cost of energy (natural or artificial gas, electricity, or any other energy) used directly in the production of manufactured goods.

Water:
Support the legislation creating the Statewide Comprehensive Water Management Plan with emphasis on continued data collection, appropriate funding for proposed regional water planning districts and equitable consideration to municipal, agriculture and industrial users throughout the state.  Retention, storage and reuse of water must be evaluated along with conservation.  Economic impact studies must be carried out in conjunction with environmental impact.

Renewal of Sales Tax Holiday:
Provide a sales tax holiday at the beginning of the school year that would exempt sales tax on back-to-school items.  The exemption would last at least four days, with consideration of extending the duration and moving the exemption to July for 2008.  An additional sales tax holiday would exempt tax on energy efficient products for at least four days in 2008.

State Tax Exemption on Passive Retirement Income:
Support legislation to exempt passive retirement income as a means of encouraging the “Boomer Generation” to settle in Georgia. With our position in the Southeast, mild climate, and affordable housing, this additional incentive will make our state an attractive option to neighboring competitors. 

Business Owner’s Property Rights:
Oppose legislation that would weaken private property owner rights.

Protecting our Economic Engines:
The Chamber supports legislation that will benefit our educational facilities, Valdosta Technical College and Valdosta State University.  The Chamber also supports legislation benefiting South Georgia Medical Center and Moody AFB.

2008 Proposed Federal Legislative Agenda for Business

Alternative Energy and Conservation: 
The Chamber supports the development of a National Energy Policy for energy supply & demand involving both the public and private sectors.  To ensure that our energy needs are met, bolster our economy, and enhance our national security, we should reduce our dependence on foreign sources of energy by stepping up our domestic conservation and efficiency efforts, develop alternative energy sources, and increase our own domestic production.

Housing Relief: 
The Chamber supports legislation that offers additional tax credits on purchases of new or foreclosed homes in order to stimulate the housing market and economy.  Create economic conditions to make homeownership easier and translates in developing more jobs and higher wages.

Affordable Healthcare: 
Georgia has the nation’s greatest funding need for its PeachCare program and Georgia is also 45th in the nation for health status.  In an effort to reduce cost drivers that lead to increases in healthcare costs, the Chamber supports:

  1. PeachCare and other federally funded health insurance programs to protect all stakeholders in the health system

  2. Federally supported incentive programs for wellness, prevention, and disease management

  3. Federally supported incentives for the use of electronic medical records and other technological devises to improve quality, efficiency and reduce costs

  4. Small-business insurance purchasing groups

  5. The effort to reduce the number of uninsured Georgians without placing taxes or mandatory fees on business

Immigration: 
Area employers are aware of the problems associated with illegal immigration.  They understand the importance of complying with federal and state employment laws.  The fact remains that our region has a very tight labor market and employers need all available and qualified workers to properly run their businesses.  To achieve these goals, the Chamber supports:

  1. Efforts to develop a reasonable timeline for qualified workers to obtain legal status and/or citizenship

  2. Efforts to clarify and streamline the I-9 compliance requirements

  3. Consideration of the Basic Pilot voluntary electronic verification system

  4. Reduction of the employer’s role in the enforcement process

American’s with Disabilities Act (ADA Restoration): 
The Chamber opposes any legislation to redefine or expand the original ADA definition.  The ADA currently considers a person “disabled” if he or she has a physical or mental impairment that “substantially limits a major life activity.”    Legislation that redefines the current standard would dramatically increase the number of “disabled” employees, overwhelm employers who would need to accommodate an even greater range of conditions, and severely impact the employer from assisting the severely “disabled” employee

  2. Protect our economic engines: Moody AFB,  education, and healthcare facilities
